6. Design and implement (in tkgate) a circuit that acts as an 8 to 3 encoder.
7. The small country of Transsisteria has a senate that works much like ours, in that if a vote is a tie, the vice president of the country casts the deciding ballot. Since the vice president has no other duties, he tends to spend quite a bit of time in his office napping. The senate page is tired of running to the vice president's office and waking him when there is a tie vote, as the vice president tends to be grumpy when he first wakes up, and has asked you to design a circuit to light a (very bright) led when a senate vote results in a tie. Design a system where each senator will flip a switch when a vote is to occur, and if the result is a tie, light an led. There are four senators in Transsisteria. Turn in all work used in solving this problem, and implement the solution in tkgate.
